Structure

The legislature of any country is the fountain of all progress. It spearheads the growth and development of its nation with the laws and policy that it stipulates. MIPS’14 seeks to stimulate the legislator in the common man. The spirit of the competition lies in encouraging the young of today to come forth and shoulder, though for a brief span of two (2) days, the responsibility of our parliamentarians.

The competition proceeds in a two pronged manner and would comprise of four (4) sessions. The sessions would be spread across two days.

Each participant at the time of the registration would be required to choose from the options available the party that he/she would like to represent. According to the choices of all participants, the party chosen by the majority would de-facto be elected the government at the initial stage of the competition. The party constituting the government would however have to prove its majority at the floor of the house in the first session.

The party chosen next by the maximum number of participants (after the government) would constitute the main opposition at the initial stage of the competition. The opposition may however collate with other parties and independent candidates to form the majority in the house thereby forming the government at any stage of the competition.

A detailed document on the parliamentary procedures would be e-mailed to the participants as part of the event docket.


DRAFTING AND TABLING OF BILLS

MIPS’14 requires its participants to legislate in the true sense of the word and therefore our participants would be introduced to four (4) aspects of the Indian society that require laws and public policy. The scenario provided would be one that concerns India today. Our participants must research on the aspects provided and draft laws that must be put in place to salvage the situation.

We understand that drafting a bill is a technical process that requires a profound knowledge of legal drafting and language. We would therefore provide to our participants a draft bill or a shell wherein they can fill in their ideas. The drafting of the bill would be collective process, required to be undertaken by all party members together at the event venue. Our legal team would further be available to help with the drafting process.

The bills so drafted by the parties would be tabled during the sessions by the party in power. All parties would be required to draft their bills from the perspective of tabling it in the parliament in the event of them forming the government at any stage of the competition.
The bills so drafted would also provide all our participants with a clearer picture of what should and should not be done to meet the exigencies of the time and would enable them to suggest amendments and counter any such policy that may be furthered by the ruling party. 

Any party that may form the government, at any stage of the competition, would be allowed to table a maximum of two bills across all sessions. This restricts the party to table not more than one (1) bill per day (assuming the same party stays in power throughout the two days of the session). The bills to be tabled would be a matter of the sole discretion of the party in power.

In event of the existing government being toppled, the party or coalition that may come to power would be allowed to table any bill of their choice save the one(s) discussed in the preceding sessions.    


PARTICIPATION

Any student enrolled in either an undergraduate or post graduate course in a recognized college/university is eligible to participate in the MIPS’14. The participant must fall within the age category of 18-25 years.

We maintain a participant limit of a maximum 100 and therefore there has been put in place a filtering process to handpick the most suitable and eligible of all. All interested candidates can either send in their curriculum vitae (pruned to highlight the participant’s public speaking skills) or write a short note on the following:
They say the youth is the future…We ask why not the present?” Elucidate in not more than 250 words

REGISTRATION FEE

All participants would be required to pay a registration fees of INR 900/- at the time of registration at the event venue. The registration fee is inclusive of meals and accommodation. Please note that accommodation would only be provided to outstation participants. Accommodation would also be provided to participants (localites) residing beyond Andheri, Mumbai. The registration fee for local participants, not entitled to accommodation, residing between Andheri and Churchgate would be INR 650/-

All participants are requested to mention their accommodation requirement in the application e-mail (entries with either the write up or CV). The detailed participant docket comprising of all competition material would only be sent to the candidates so selected.


EVENT VENUES

The MIPS’14 would be hosted at the Trident Hotel, Nariman Point, Mumbai. The participants would be put up at the Astoria Hotel, Churchgate, Mumbai. All meals would be provided at the aforementioned venues.


THE RENDEZVOUS

At MIPS’14 we aim to provide to our participants a premier experience to cherish. The heated sessions of the simulated parliament would be interspersed by “The Rendezvous” – a casual conversation cum interactive session with an accomplished lawyer, entrepreneur, politician and actor/journalist/social activist. One open ended topic with a political, legal, social and commercial perspective. A chance like never before to converse and interact with the achievers of the time. A detailed itinerary would be sent to the selected participants.


CHOOSE YOUR PARTY

All interested candidates must choose any one of the following parties to be represented by him/her at the MIPS’14. Please note that the following choice must be sent in as part of the application e-mail.
  •    The Secular Wing
  •    The Right Wing
  •    The Left Wing
  •    Minorities and OBC
  •   Independent Candidates

The selected participants would be provided with an opportunity of pre-event lobbying over electronic media. Further details in this regard would be available in the participant docket.

All cash prizes for the winners will be accompanied by a trophy and certificate.
All participants will also get participation certificate.
